Who is eligible?
Persons who currently do not own a house or apartment may be eligible to receive a government loan from the Ministry of Building and Housing.
From time to time, the Ministry of Building and Housing issues directives to the banks, setting forth the criteria that define "eligibility" to receive a government loan. In accordance with these directives, Leumi Mortgages makes loans to "eligible persons". These loans are given for long periods, with favorable repayment conditions, all according to the Ministry's criteria.
Eligible persons who do not own a house or apartment, and who may be able to receive such government loans, include:
- Veteran Israeli marries couples
- Individuals over the age of 30 or, in preferential regions, over the age of 21
- New immigrants
- Additional groups of persons as the Ministry of Building and Housing may determine
What is the extent of the aid?
The extent of the aid for eligible persons who have no apartment is fixed according to the procedures of the Ministry of Building and Housing and is calculated according to the total number of points as appearing in the certificate of eligibility which the Ministry issues.
What is the points method?
Eligibility is determined according to the number of points that accumulate in accordance with various criteria that include: age, number of brothers and sisters, years of marriage, children, etc. The higher the number of points, the greater the amount will be of the eligibility loan to which the customer is entitled.
What is a certificate of eligibility for persons who do not own an apartment and how can it be issued?
In order to benefit from the eligibility loans you must hold an eligibility certificate from the Ministry of Building and Housing, which will be received after examination and verification of the data which appear that determine whether that you submit.
A certificate of eligibility is a document the Ministry of Building and Housing issues. The certificate sets forth the level of aid to which you are entitled, as well as limitations that have been determinded.
The certificate is valid for one year from the date of filing of the application (unless otherwise stated in the certificate).
How does one obtain a certificate of eligibility?
Application for the certificate is made through representative offices of Leumi Mortgage, subject to payment of a fee in accordance with the Bank’s tariff of fees and commissions.
The certificate is issued through the Ministry of Building and Housing and can be obtained at the representative office at which it was issued.
